Yes - you did "meet the requirements" but unless the examiner indicates that the IFR should actually be renewed (which is required as the "qualifying" flight for your ATP) then it doesn't count. Your assumption is incorrect. If the examiner had filled in the "renew IFR" bubble (and attached a $30 cheque) it would have counted.

Another flight school in eastern Ontario had a very similar "deal" (via Groupon I think) a while back. Said it was a $425 value for something like $200.
