I'd go along with the suggestion of doing an initial instrument rating elsewhere. The operators are not instructors, they are "owners" who continue to have instructors leave them quickly. Above Gary Filmon, there is Mike Pyle is the CEO of EIC who the press releases claim is famous for "creative acquisitions". Voyager was one of the best jobs I ever had, and was never asked to pay a training bond etc.
