Scab Charter with POR
So, in a little Moral Dilemma.
I know of a group that has a POR for a pressurized twin engine aircraft. They have a guy who manages the aircraft who tells them it's ok to do charters etc. So behind the owners back he does these scab charters and looks like a hero for making some profit.
I know what the Moral thing to do is but it may affect the owners who are oblivious to the real regulations...
Any advice here?

Ask yourself how you would feel if your family was on board and it plowed into a hill.

Send a letter both to the owners and the manager, anonymously if you prefer, telling them you noticed some charters are taking place which you think is illegal. If you have time to spare look up the applicable CARs and plaste it in there.
Tell them that if they don't stop, you will inform TC about their activities, so TC can figure out if it is legal or not.
And then follow up on your letter by actually contacting TC if they don't stop.

Don't be nice, the "manager" knows what he's doing is wrong, he'll keep doing it until enforcement steps in no matter how many information letters you send.
Send it to TC and let them decide if what he's doing is illegal.

Wouldn't that drag down the whole operation and subject the owners to a 25k fine on each offence?
Between a rock and a hard place. If there were no consequences for the owners and pilots I would notify TC asap but that's probably not the case.

Canadian Transportation Agency
The Agency is the aeronautical authority for Canada that issues licences to operate publicly available air services. The Agency issues licences to operate domestic air services to Canadian applicants. It also issues licences to operate scheduled and non-scheduled international services to and from Canada.

This is the government agency that has real teeth when it comes to stopping a chisel charter operator not TC.
