Private Pilot privileges only - 12 months....idea on meaning?

Depending on your age, your Category 1 medical is valid for 6 or 12 months but after the validity period is over, reverts to Cat 3. Cat 3 medicals are valid for 2 or 5 years, however in certain cases where special reports are required more frequently, the Cat 3 validity period is reduced to 12 months only.
