Doesn't sound too well planned. Never heard of this kind of an operation for an airline....
"C-GLQQ, a Bombardier DHC-8-402 aircraft operated by Porter Airlines was conducting flight POE9001 on a local training flight intended to simulate light to moderate turbulence for the cabin crew, from Toronto/Billy Bishop Toronto City, ON (CYTZ). During flight, the forward flight attendant contacted the flight crew stating they were ready to commence the exercise. The captain proceeded to manipulate the flight controls to simulate turbulence. The service carts were not properly stowed, and the cabin crew members were not seated with their seat belts fastened; the aft flight attendant and the instructor received minor injuries."

I’ve heard Westjet does the same sort of thing as part of their FA training.
Why in the Sam hell wouldn’t you make sure that everything is strapped down (including people) before calling up front to initiate the exercise?
