It looks like a stall/spin as a result of a power loss on one or both of the left side engines.

One would hope it is not due to simulated engine failures. The military has access to simulators and plenty of four engine training flights crashed in the past due to simulating two out on the same side.

It sounds like this was its final flight to the boneyard. Could have been mechanical. Split flaps?
