Looks like a Cessna 150. It seems that it's completely totaled, but the pilot walked away with minor injuries. Crashed next to the runway - It was blowing like hell today.

Sounds like a stall. Not sure what happened here but one may have to push forward appropriately on the control column(which could be a considerable amount) in order to maintain speed, even if very close to the ground. What is required to be safe, may not be nice smooth inputs in the wind conditions that day.....
C-GRXV, a Pacific Professional Flight Center Cessna 172M, was on a local VFR flight to and from
Boundary Bay (CZBB), BC as part of the commercial pilot training program. Upon returning, the
winds reported at Vancouver International (CYVR), BC at 1100 were 280 degrees true at 22 knots
gusting 28 knots. On final approach to Runway 25 for a full stop landing the aircraft was configured
with 30 degrees of flaps. While in the flare, the aircraft was observed to veer to the left of the
runway. The pilot initiated a go around low near the runway and during the go-round, the right wing
and nose dropped resulting in the aircraft cartwheeling into the grassy area adjacent the runway.
The pilot extricated himself from the wreckage. ATC called out the Delta / Boundary Bay Airport
Fire and Rescue to respond to the accident. A small post impact fire in the engine area was rapidly
extinguished. The aircraft sustained significant damage to both wings, cabin, and engine area. The
pilot, who was wearing both lapbelt and shoulder harness, suffered only minor injuries. The pilot
was taken to hospital for observation.
In addition, the Victoria Flying Club had an incident the following day....
The pilot of a Victoria Flying Club Cessna 172S, C-FGIM, was following other aircraft in the circuit
for Runway 09 at Victoria Intl. airport (CYYJ), BC when, on final approach to land, ATC advised
winds were 220 at 06 knots. The pilot elected to continue the approach at 70 KIAS and 10 degrees
of flaps. While in the flare, the propeller struck the runway. The aircraft veered toward the runway's
edge, and the right wing tip contacted the ground before the aircraft came to rest. The pilot exited
Runway 09 at Taxiway Golf. ATC advised ARFF who attended the scene. The pilot was wearing
both lap and shoulder harness, and was not injured. The aircraft was towed to the flying club
facility.
