This is still an effort to exploit new pilots, don’t kid yourselves. Call it “pilot in waiting”, “flight line program” or anything else it’s still a way to hire cheap labour.
To be fair I don’t know how much they pay for pilots working the ramp but I can guarantee it’s less than most people would do the job for if that was their desired occupation, ie; not hoping to eventually fly the metros.
Having worked the ramp before I started my licence, I know it’s a challenging job, especially in the winter and wouldn’t consider doing it for less than 20.00/hr, so if Perimeter is paying this or very close to it I would support this program, otherwise a turd is still a turd no matter what you call it!

The Perimeter rampies I knew had an especially bad go of it relative to most other companies. Favouritism and incompetence is common among middle management.
