Should I wait to write the IATRA before sending resumes to companies that need one or send resumes and tell them I'm in the process of writing very soon,

Some say yes some say wait, thoughts?

If you want to work for a company that requires IATRA then write it before you apply. If you say "pending" you won't stand a chance against the guy who has it already done.

If you are writing it "very soon" just wait, unless you are applying for a job that doesn't require it (single-pilot?).
