Blacklist Question

This doesn’t apply to any airline in particular, but with employee blacklists being a hot topic around here I got to wondering how they work. Seems to me that a union somehow gets a list of all the applicants for a non-union position they disagree with, but how do they get all those names in the first place?

Even without names the simple “where did you work between 2018 and 2020?” When they hear swoop could = blacklist

True but there was talk of there being an actual list, something that could be reviewed even before meeting a person.
