I believe all candidates are contacted even if they are unsuccessful.
If a reasonable time has passed and you haven't heard anything, you can follow up via RIVS.

PS this is something great to ask when they ask you in the interview if you have any questions for them!

Hey, Guys. How long does it normally take to get an invite after you are done with the initial application? Do they get back to you after they review the recorded conversation you have with yourself for RVIS? Did anyone get an invite since January this year? Any info is appreciated. Thank you.

I got the interview invite just couple days after I sent the whole application. It was last November.
