Is there a home build kit for the de Havilland DHC-3 Otter? Are there any other planes with similar fuselage dimensions that can be home build kits?

No and no.
Ah, come 'on.... It'd be fun to watch someone remove from their basement, and trailer to the airport!

Another reason for why not would be:

[Amateur built aircraft]
(Ref. AMA 549.103/2).

............

(b) Aeroplanes:

(1) The maximum permissible take-off mass M shall not exceed 1,800 Kg (weight W=3,968 lb).

..........

Should we give him Viking's number? I mean, I'm sure they'd get a kick out of restarting the Otter production line for a one-off. :D

you could buy and build a small homebuilt (google is your friend) to get you feet wet so to speak then look for or design one to suit your purposes. join the local homebuilders club and get started.

Well, except for if the purpose is to carry "Otter" sized payload, the CARs will not allow you to build an aircraft anywhere large enough.

How about an airship? Powered balloon or hybrid blimp, dirigible, whatever you call it.

I think the closest you will get in a homebuilt is a Murphy Moose 3500lbs gross.

There are cheaper ways to get your ATV to camp.

On the other hand, if you have five years and a few hundred thousand bucks just lying around ....
