Single water rudder

My Cessna POH talks about a single water rudder on the right float with the left float having the option of one. Are there actually float planes out there with only one water rudder.

I've seen Piper Cubs with only one water rudder, though never a Cessna. I suggest that two are preferred.

There are some J3's running small edo's with one rudder.

The single water rudder cubs are no problem to taxi
