I was wondering what's required when an American registered privately owned aircraft has a problem, what is required for a Canadian licensed AME to sign it out? Obliviously a M1 license but anything specific other than that?

Legally, a Canadian AME licence is valid only for Canadian registered aircraft.
To sign a "foreign" aircraft, either a bilateral agreement between Canada and the other country (foreign....) should authorize it or.....
working for an AMO that has the authority to do so......!
Canada-USA bilateral agreement used to authorize Canadian AME to certify US registered aircraft, but I don't know if it's still the case since bilateral agreement are updated from time to time....!

Canadian AME's can sign out work completed on N registered aircraft in Canada as per US FAR43-17.
