If you go to the FAA PMA website and look up the part number, you will find it is listed as a "modification" part. Which is why the stc is there to allow the installation. All the information to do the mod is on Whelen's website.

The Prometheus Plus - is a PMA replacement for the original Prometheus, but if replacing the original incandescent lamp it is an STC. I figured Whelen knew what they were doing, but I just couldn't figure out why It was a Major mod requiring an stc. It's more clear now as an airworthiness issue rather than a physical mod issue.
