Can someone please explain what this is, how it works, and what it does for the aircraft electrical system?

Its not a fault. I'm pretty sure its called A/C wild in most aircraft. (I should have used that terminology).

Am I correct in saying that the amount of voltage produced is determined by the engine speed?

AC wild

It is a slang term used for AC variable frequency output of an AC generator. Called Wild AC. The speed of the AC generator will determine the frequency it produces.

Some systems use this "wild AC" before it is regulalated by inverters, generator control units (GCU's,) or rectified to DC.

Systems that use this current will not be subjective to variable frequency example - prop heat, maybe pitot heat.

Is this what you are refering to?
