Well, it's a pretty big fleet of in-seat, on-demand entertainment system. There are always quite a few problems with it, requiring a technicians' attention. Air Canada Maintenance solution was to create an Empire of "I.F.E. Maintenance Techs", who are not licensed AME's. At Air Canada, they seem to need a "Manager" for everything. I think it's the American way of doing business. Anyway, the way it's set up, the Avionics AME's that work the flights all day need not concern themselves too much with all the IFE snags. It would eat up a lot of time. The IFE techs handle it, which is a relief, because on a 777 on a through flight, there can be a lot of IFE work.
Regarding the job posting you refer to; I believe they had someone specific in mind for that job, and after "posting" the job for a couple of weeks, he probably got the job.
