sightseeing under 703
Just a quick question,
here in quebec, TC is having flight schools that also have a 702 OC do sightseeing flights under 702 instead of the 400. So extra training and company exams required for the flight crew.
The change was announced in a letter from TC. Is this change also affecting the rest of Canada? The change was pushed by a local TC inspector.

Seems wrong. 702 doesn't let you carry passengers, 406 does for sightseeing. I'd fight back on this one.

700.02 (Just the pertinant part)
(4) A person who does not hold an air operator certificate may conduct aerial work involving the carriage of persons other than flight crew members on board a single-engined aircraft if
(a) the person holds a flight training unit operator certificate;
(b) the pilot-in-command is the holder of a valid flight instructor rating in the appropriate category of aircraft;
(c) the aircraft is operated in day VFR flight;
(d) there are no more than nine passengers on board; and
(e) the flight is conducted for the purpose of sightseeing operations.
I was about to say something snarky about TC but then I read the regulation. It would appear that if you do in fact own a 703 OC that your sighseeing flights must be done under your 703 OC.

Thanks for the ref, but for the longest time, TC would not enforce it and let us do sightseeing on the FTU OC. It changed a few months back while getting audited.
I would like to know if it is only enforced locally or if TC is cracking down on FTUs all over Canada.
