Are Upper Winds (FD's) Listed in pressure altitude?

Are Upper Winds (FD's) Listed in pressure altitude?

I know they are listed ASL but when I'm calculating a heading using FD's, I'm currently interpolating to my pressure cruising altitude. Is this wrong?

FDs are true altitude.

So what i should be doing is interpolating what the FD winds are at my cruising indicated altitude?
