As the article alludes to ADS-B will be mandatory in the US in 3.5 years, and the equipment requirements for that I believe are what makes the RVSM thing redundant and unnecessary. Canada is not following suit as far as I know.

With ADSB becoming law in the USA within the coming years, I wonder how they are going to handle Canadian GA aircraft flying into the US. Surely they can't blanket ban an entire country of private aircraft?

Of course not. Only aircraft not equipped with ADS-B will be banned. Not to mention not all airspace in the US will require ADS-B/Transponder.
