737 - Direct Entry

I see that WestJet has a PCC posting for 737 FOs. I had the understanding that they move Q400 guys into the right seat, with all the upgrades being internal. For those of you who have been in the industry since they started, does this happen often at WestJest? Does Air Canada also hire directly to mainline?
I know that Encore and Jazz might be the safest bet to get drafted into WJ and AC mainline respectively, but I thought that was the only sure shot to get in!
