Anyone had a RAIC pass lately? Wait time?

I've Apply for my RAIC since June 12 ,2018 I got a Escort yellow pass on the same day, now its 3 months and I can't get my red pass . I dont have a criminal record in Canada not Jamaica so I dont know what's the hold up ..

My last renewal took 8 months. The reason is that I spent over 3 months in Europe during the last 5 years.
At the end of the 8 months I started to call the lady in Ottawa and explained her that I needed my red one in order to fly out of European countries. She told me that she will put my application in the urgent pile and 8 days later it was done.
