Lo-'n-over CYZD (Downsview)
I know its PPR for landing, but is a lo-'n-over permitted?

It's class E so if your vfr they can't stop you from entering.

The airspace to the north of the MF at yzd is E 700-1700 and the MF is E to 1700. The airport is uncontrolled.

Why would you need a clearance? It's class E up to and including 1700' asl. Everybody departing from CYTZ northbound gets asked if they're going over Buttonville or Downsview. However, the CFS states "ctc DeHaviland for status and permission to use A/D". If someone wanted to make something of it, they would probably argue that a low and over counts as "using" the airport. Remember it's a control zone so VFR minima includes the requirement to remain 500 a.g.l, and it's in a built up area so no lower than 1000' above the nearest obstacle within 2000'. You can only bust those rules if you're landing or taking off (which I guess must include a low and over) for which you would need prior permission.

We have traffic transiting over the field all the time so just strolling through won't be a problem. Doing a low approach might be discouraged, particularly if any 400's or Globals are doing engine runs. My suggestion would be to just fly up and ask with the assumption in mind that Advisory will ask you not to. If you call for permission beforehand there are two things that will happen: You'll get a quick and efficient yes/no answer, or you'll get to swim in the Bombardier cesspool of bureaucracy for a couple years for a yes/no.

Called: they said a lo-'n-over is no problem, just to be careful for A/C doing runups on the ground, that they may not be on the frequency.
