No, it won't. The only reason the CFS is as cheap as it is now (and it's not all that cheap) is that it gets printed in volume. If you cut that volume in half, by offering two regions individually, the printing cost will go up, and that'll get 100% passed on to you as the customer.

It should be offered as a PDF, that you can download and carry on your tablet. Printing and distribution costs drop to zero. But they won't do that either, at least not for GA pilots.

The best way now is to use FltPlanGo on a phone or tablet. The entire CFS is included there, along with all canadian charts, all for free.
