Flight Time Limitations

I'm just curious about how did TC came up with the current Flight Time Limitations, I mean, based on what? It is known that each country will establish their own regulations for flight time limitations but it has to be based upon scientific principles and knowledge. I hope someone can shed a light on where can I find the reference.

By taking the hours overworked pilots had flown right before they died of exhaustion and subtracting one.

Does someone know how Sim time should be accounted for ?
Does it count into the flight time limitations (7 day, 30 days, 90 days...etc) ?

Sim time should be accounted for as sim time.

Does the sim leave the ground? Would you classify that as flight time?

“flight” means the period from the start of the takeoff roll to the first landing.

OK, let me rephrase my question...
We log sim time as sim time... so far I got that
My question is about flight times limitation rules.
To answer you Telex, the sim I use does not leave the ground (not sure about others) but is a category D sim, wich allow for full type rating / reccurent without having to validate your PPC in the real aircraft.
I ask that because I noticed that my company ecrew software doesn't seem to consider sim as flight duty and on the other side, my logbook software that monitors the flight time duty limit does count it toward flight duty limits...
So who is right ?

A cursory search would indicate that TC is silent on the specific issue of sim time as flight time. However, I'm guessing it would count towards "duty time"...?

Doesn't answer your question, but I've only had one coffee... (;>0)

After the third one, I still didn't find an answer !
It would definitely count as duty time since you are on company assigned duty....

(4) Subsection 101.01(1) of the Regulations is amended by adding the following in alphabetical order:

flight duty period means the period that begins at the earliest of the following events and ends at engines off or rotors stopped at the end of a flight:

(a) the flight crew member carries out any duties assigned by the private operator or the air operator or delegated by the Minister before reporting for a flight,

4 Section 602.02 of the Regulations is replaced by the following:

602.02 An operator of an aircraft shall not require any person to act as a flight crew member or to carry out a preflight duty, and a person shall not act as a flight crew member or carry out such a duty, if the operator or the person has reason to believe that the person is not, or is not likely to be, fit for duty.

That would answer the flight duty limits.... we are looking at the flight time limits
