Keep in mind that the purpose of starting with a tail kit is many-fold... It is a small enough component and cost that you can afford to learn all the skills you'll need to build the rest of the airplane while building it. You will booger up a part or two, and it's best to do that on the small things. Buying a partially-complete kit you're more likely to booger up something on a mostly finished major part of the airplane... Much more expensive to fix at that point. The tail kit is also small enough that you won't feel too overwhelmed with the amount of work it takes to build a plane all at once.

Others with much more building experience than I have said that partially complete kits should only be considered by people who already have building experience... They know what to look for, and know what's needed to finish having already done it once or twice before. First-time builders are taking a much larger risk.
