Didn’t seem to me that they were overly interested in pursuing it. Sounds like a terrible idea anyways.

So less than an instrument rating but more than VFR OTT?

I like the idea. The majority of training for an instrument rating is focused on doing approaches. If you take that out, amd basically fly from vfr departure to vfr approach, you allow higher performance airplanes to cross cloud layers and fly higher, which depending on circumstances would be safer.
It also seems to make more sense than a vfr ott rating where you could find yourself in between cloud layers vfr. Sounds way more scary than an en route ifr rating.
Reliable weather forecasts and decent alternates would be a must though.
