Correct. If the answer is "him", it's whom. If the answer is "he", it's who.

Easiest way to remember is him and whom both end with the same letter.

(Also, apologies for the thread drift)

it depends if you were asking

"Whom else should I contact?" or "Who else would it be?"

Either would make sense.

As an AvCanada discussion grows longer:
-the probability of 'entitlement' being mentioned, approaches 1
-one will be accused of using bad airmanship

That's true.

It might have to do with the fact I don't participate in anything either.

Thanks though!

Google Contact Transport Canada Aviation. You will find a list of e-mail contacts for the regions. Send a request in to your region with all
of your data, including full name, full address, telephone number, and license number if you know it.

There will be a fee but you can pay on line. The response e-mail from Transport Canada will specify the fee and provide payment details.

If it was an old license pre ADB it may help if you have photocopies or old versions of your license. Written exam results and flight test reports may be good to have if they ask.

I always thing of Sarumon asking the Orc, "whom do you serve"....Sarumon
