The registered owner is more like the operator. He's the one who gets fined if rules get broken. The actual owner is the one who paid for the plane usually.
It's common that operators have 2 companies: one is the AOC holder, who leases from another company X, who just owns the airplane. The AOC holder is the registered owner, and leases the plane from company X, thereby protecting the assets if the AOC ever gets sued.
Not applicable to my question, but a common example to illustrate the difference.
The lessee pays the lessor a monthly fee. The lessor owns the plane, the lessee uses the plane. The lessee is the registered owner of the airplane. For commercial operations, Transport usually requires a copy of the lease as well. To anyone else checking the paperwork of the airplane, the lessor will never be mentioned. It will look as if the lesse owns the airplane, which isn't the case.
