Most of the reserves in N.O. are around 3500' give or take (IIRC, it's been a while). At Wasaya, we had a contract with a company that provides runway analysis (forget the name at this time). They have charts which give you max available take-off and landing weights for a given set of parameters that will guarantee the required performance can be met. So it's more a question of weight limits than minimum runway length required.

3500 will work if it's operating 9 pax or less but more than 9 and I think 4500 would be much closer to the number you will need.

The company was ASAP, http://www.asapinc.net/ and depending on Temp & Winds, Runway Slope, baggage/cargo and Pax mix 16 to 18 pax was within limits off 3500 ft.

ASAP!!! That was driving me nuts. Other than really having to baby those composite props the 1900D does very well up there. And as he said 3500 was enough in all but the most limiting of situations. We blocked off several seats when operations calles for less than MTOW. As far as 10+ pax, that was why they took up ASAP, to be able to legally meet 704 req's.
