Looking for 1997 Personnel Licensing Procedures Manual

How can I find an old version of the Personnel Licensing Procedures Manual from 1997 or earlier ?

I was able to find the May 1998 version, which is the Fifth Edition, but I need an earlier version than that.

I made an access to information request to Transport Canada and they claim they have no earlier version on file than the Fifth Edition. A TC insider told me they "should" normally have a copy of it.

NPA 97-095 from Feb 12 1997 makes reference to Chapter 16 of the above manual but the Fifth Edition from May 1998 only has 15 chapters.

Chapter 16 of the the 1997 version Personnel Licensing Procedures Manual was used as a rationale for creating CASS 421.07(2)(j), the "Other" clause on which TC relies to issue FLVCs to foreign pilots such as Sunwing's.

I suspect that the Document in question contains no such justification. The copy of the manual that I have in my possession states:
Foreign licences shall not be validated for the purpose of providing commercial air service unless there is a demonstrable need and it can be shown that Canadian Licensed personnel are neither available nor employable
The document that contains that paragraph was used as a rationale to create the clause that TC uses today to issue FLVCs to foreign licensed pilots for commercial purposes.

You could try asking here: http://www.bac-lac.gc.ca

As I recall Transport Canada has a library as well - I'm pretty sure I've gotten old records from that source. I just don't remember the specifics - Ottawa? I did a brief google search without success but I'll keep trying. In the meantime try the above.

LOL ok that didn't take long. There WAS a library, and it, along with other departments were closed a couple of years ago: http://www.cbc.ca/news/canada/ottawa/fe ... -1.1139085. Scroll down about halfway and it talks about the TC library.

An older inspector at TC might be able to help. But surely that information is on file somewhere.

I took a quick stab at googling this as well and was also unsuccessful. In case this bit of info is of any use to you in narrowing your search, I did find a couple documents referencing:
"Personnel Licensing Procedures Manual, Fourth Ed.,
October 1991, Transport Canada Publication No. TP 2943E"

Thanks. That is exactly the one I need. It is mentioned as a the sole rationale for modifications made to CASS 421.07 in 1997 so I must be able to find a copy of it somewhere.

As we've discussed in the past and as snoopy notes, the closure of the library was a significant loss to the ability to conduct research involving older documents, which may no longer exist.

As your earlier requests for help in locating the document didn't produce much success, it is not likely that any new forum members might have a copy stashed away somewhere... but stranger things have happened around here.
