Hey Iwas curious as to how often people use the "1000 ft on top" rule.
I'm a little gray on it as well but as far as I know it's an IFR procedure when operating VMC over a discearnable cloud layer (day or night) which permits you to descend roughly 1000' above the cloud layer even if it's below an IFR altitude. To be used en route or approach/hold.

Correct???

We use it a bit in the military world. Lets us get on top, do what we need to do, and still have an expected app time in the event of a comm fail. Albeit, we take off from point A, do what we need to do, then land at A.

Actually, its kind of mystical to us too

Not sure how its used on the civilian side of the house, sorry.
