"1000 foot on top"

Hey Iwas curious as to how often people use the "1000 ft on top" rule.
I'm a little gray on it as well but as far as I know it's an IFR procedure when operating VMC over a discearnable cloud layer (day or night) which permits you to descend roughly 1000' above the cloud layer even if it's below an IFR altitude. To be used en route or approach/hold.
Correct???
