A question for you: we fly out of the north end so will take 23 whenever possible. The sid is always up to 5000. If we get a clearance of one of the 24s then request 23 (almost always get it) then we are told to stop climb at 3000. Switching to departure we will typically get normal climb to 7000.
Just wondering why the 3000 on initial climb when departure takes us right past it anyway.

Departing from the south runway make you a non-conformer and as such you will need to cross the departure path of traffic departing RWY 23. Your parallel traffic will be stopped at 3000' as well and this allows the departure controller the ability to assess the traffic situation and potentially turn you on course earlier.
If both departures were cleared to 5000' it might not be possible to issue you a left turn until you were out of 6000' to protect for the 23 SID.
The same applies when all departures are coming off of one runway and you are issued a different departure runway. (I.e. All traffic is departing 24R and you are issued 23.) You get 3000' to allow traffic departing 24R to turn out of 4000'

If we are departing 23 and 24R then tower splits the departures dependant on the direction they are going.
Runway 23 departures are flightplanned V443, V320, V36, V34 and now also SEDOG.
Runway 24R departures V265, V252...then the eastbound VERDO, DEDKI and DAVSI.
As YYZ Juice says...if you are filed for say V265...and you want to depart 23 you are a non conformer and have to cross the departure path of the other runway.
If you are a Biz jet....the chances are you climb pretty well and it is easier to get you "above" traffic departing off 24R. Being given 7000 on departure (which is the highest we can go if there are arrivals in the vicinity) means the departure controller has decided to keep the other departures below you.
It is worse for us if the non conformer is a Heavy (The A340 is the worst!) as it takes longer for them to climb out of 4000ft and then cross the departure path of the other runway!
