Pacific Coastal Airlines has an exciting opportunity for a permanent full-time Manager, Flight Dispatch to join our dynamic and rewarding team! The person in this role will report directly to the Vice President, Flight Operations, with regulatory accountability to the Vice President, Flight Operations.

This position is based out of the South Terminal building at the Vancouver International Airport in Richmond.
Pacific Coastal Airlines is headquartered at the South Terminal of the Vancouver International Airport. We fly scheduled and charter service between busy international airports, remote destinations, and beautiful communities in the province of British Columbia.

Responsibilities:

-Provide day-to-day administrative, functional and technical direction to the Flight Dispatch and Load Planning organizations on behalf of the Vice President, Flight Operations
-Liaison with the Operations Coordination Department relative to the impact of Operational Control upon Operations Coordination activities and requirements
-Develop, implement and enforce operational control standards, policies and procedures pertaining to the Flight Dispatch Function, in keeping with all Safety, Transport Canada, Corporate and Operations Coordination requirements
-Provide flight operational support through Dispatch services including, but not limited to, Flight Planning, Flight Watch, Weather Briefing, and communications as required by the Canadian Aviation Regulations section 725.20 and those applicable sections of the Flight Operations Manual
-Ensure that all Flight Dispatch personnel are provided with adequate training, checking and route familiarization suitable to the position being held within the Flight Dispatch organization
-Ensure that Company flights are safely and efficiently planned, cleared, and monitored in accordance with established standards and regulations
The initiation, maintenance, application and future development of Flight Dispatch Standard Operating Procedures Manual and all other manuals and documents relating to the Flight Dispatch function
-Develop and implement standard operating procedures to ensure safe operations and compliance with the CARS, as directed by the Vice President, Flight Operations
-Monitor and measure Flight Dispatcher performance relative to their knowledge and understanding of standards and procedures
-Maintain complete and accurate records of Flight Dispatcher evaluations and training
-Provide work schedules which ensure adequate and efficient Flight Dispatcher staffing
-Determine Flight Dispatcher training requirements and the development and delivery of training courses and criteria
-Manage and ensure the ongoing integrity and operational capacity/capability of all Flight Dispatch technical support systems
-Prepare the operating and capital expenditure budgets relative to Flight Dispatch
-Liaise with external agencies, which may affect Operations Coordination.
The receipt, validation and upgrading of airport reference information
-Any other duties as assigned by the Vice President, Flight Operations

Accountabilities:

Establish and uphold safety and operational standards to ensure that all practices meet or exceed regulatory requirements
Assist the Vice President, Flight Operations to challenge the department's capacity by establishing and achieving annual goals and objectives

Employ industry best practices in order to maximize quality and efficiency to uphold and advance the Company's competitive position with respect to the Dispatch department

Provide direction and leadership to Flight Dispatch staff that meets or exceeds all safety, operational and on time performance (OTP) targets

Ensure adequate staffing is available to meet commercial scheduling expectations

Ensure the Flight Dispatch department performs according to established quality standards

Ensure the supervision, efficiency and staffing of Flight Dispatch meets the manpower requirements for Flight Followers, Flight Dispatches and Company Check Dispatchers

Actively monitor and forecast attrition, including succession planning

Conduct interviews and evaluations for new hires and promotions

Actively monitor and manage the Flight Dispatcher training to ensure a consistent, high quality level of training

Employ formal and informal feedback tools and engagement surveys in order to keep in consistent touch with the needs and morale of the Dispatch group as required

Cite positive achievements by way of Feedback / Pasco Points

Attend daily operations meetings and monthly Flight Ops meetings

Distribute information on new policies, procedure and FYI's

Attend seminars, workshops, symposiums to continually source best practices for training procedures

Forecast crew requirements to ensure coverage for the commercial schedule, training and vacations and attrition

Continuously look for areas of inefficiency within the flight operations department, and suggest corrective actions

Qualifications:

- A minimum of high school diploma completed or equivalent
-Transport Canada Dispatch exams successfully completed (FDMET, FDOPS)
-Transport Canada-issued Dispatch License
-Strong leadership experience
-Previous experience as a licensed dispatcher in the aviation industry
-Knowledge of serviceability of airports, airways and navigational facilities
