CPL(H) course program

Hy!

I am from Slovenia (EU) and I am finishing my masters degree. My job is to prepare a CPL(H) program for our future pilots. We only have one written in our Air force, but this is not suitable for general purposes. So I would like to know if anyone can tell me where could I find this stuff already written (exercise description, hours, etc). My goal is to write one good program, for that to achieve I would need a few programs so that I could compare them and take the best of each out and combine all together in one.
