Offshore Inquiry to spur safety changes?

News headlines today talking about the inquiry into safety of offshore transport of workers due to the s-92 crash. One person is quoted on CBC saying that we're behind the times compared to the North Sea operators in europe, did this guy not look at all the crashes that have happened out there too, and there was one around the same time as the one here. What a monumental load of hogwash, the money spent on this "inquiry" should just have been given to the victims families. The s-92 was supposed to be the safest and all the procedures and equipment was in place, a tragic accident. Now people are calling for redesign of the whole safety system? It's not like these companies were skimping, what the hell do you expect them to do now?

Can anyone shed some light on this?
