I don't see anything about it in CD format, but maybe you can find out at the number provided, 1-800-635-7943.

An alternative would be to have a computer with a link to the CARs bookmarked and accessible by all who need it. It's free and TC takes care of making sure the info is current, and they accept that as being part of your required library. The search function available when using CDs might make the $595 worth it to you though since the website is beyond awful.

Well couple of options:
http://www.tc.gc.ca/CivilAviation/regserv/affairs/cars/ is the Cars Website. You can Google the site its self, it makes life a lot easier. To do so just add a site: after your search. For example
In the google box would find all things relating to weight in the CARS.
You could also crawl the website and download the whole shooting match. Might take a night but you would end up with a website on a DVD. Or Several DVDs I would think.

You know, I was going to make a comment regarding the online availability of the CARs just now but I think that I've used up all of my CLF 2.0 website humour. Anyway, for the official electronic version of the CARs, or any other government regulation, you would have to go to the Department of Justice site. They maintain all of the government statutes and regualtions, which reflect the official versions as published in the Gazette:

DoJ: Canadian Aviation Regulations (.pdf)
Unfortunately, it includes the regulations but not the Standards, which are not subject to the Gazette, public consultation process.
You might also want to consider a subscription to the CARs Deluxe CD from Aviation Data Systems. They have been licensed by Transport Canada to provide this service and I understand that a fairly large regulatory agency in Canada is also purchasing this product to replace their former in-house product, which is no longer available to the public...

Ok, here you go... the cheapest (free!) and most accurate way to keep the CARS available offline is as follows...
Warning - this method is a bit time consuming, particularly after the federal government's recent "upgrade" to the "standardized look and feel concept" (or whatever the heck they're calling it these days) (all levels of the federal government are being plagued (oops - affected) by the changes...
1. Start here: http://www.tc.gc.ca/civilaviation/regse ... s/menu.htm;
2. Click on each link in each section, ie:
"Part I" http://www.tc.gc.ca/civilaviation/regse ... 1/menu.htm
then
"Suppart 0" http://www.tc.gc.ca/civilaviation/regse ... part0.htm
and from there, save each page as web archive, single page (.mht), using an intuitive file name ie CARS_PartI_Subpart0 etc.
Get it? It used to be easier - once you got to the index page and clicked on the first "part", the entire "part" would open on a page and you could save it. Now unfortunately, you must open each bit separately, and then repeat for the standards.
At any rate, if you are looking to save money, this is the way. The good news is that you only have to do this a couple of times per year.

One additional word of caution about copying the CARs as snoopy has suggested. As more and more of the TC website is switched to the new government-standard CLF 2.0 format, some .html text errors are being made in the conversion process. Sometimes, the errors are obvious (entire sections go missing) while others are more subtle (words and sentences are missing or re-arranged).
I would suggest waiting a bit before going through the effort of copying the .html from the website ... at least if you are looking for accuracy.

Nice to know the value Transport Canada places on maintaining the accuracy and availability of our legal system, to those who are expected to comply with it. Maybe they're hoping to sneak in a few changes while they're at it...

Every time the web team moves, changes or otherwise tampers with the website, we get to suffer months, and sometimes years of broken links. Of course, the standard Transport response is that we're welcome to submit a CAIRS report... only to wait 6 months for someone to tell you everything's fine with the system.

Actually, as noted in other threads, this is a government-wide change to the web and all of the government sites are/were afflicted with the same problems. As I noted above, the DoJ site has the only "legal" online e-version of all government regulations. However, we should be able to rely upon the content of other government sites for day-to-day purposes... I do make submissions each time I find an error (which is maybe the reason it takes more than 20-working days to get a CAIRS response!) and those I have run across were corrected.
I'm not a technical wizard by any means so I don't understand all of the challenges involved but the whole CLF 2.0 changeover has certainly been painful. The broken links and dead-ends have been driving me nuts.
But at least I have company:

Transport really needs to run a (ro)bot through the entire TC site as there must be hundreds of broken links, really makes for a tough time browsing. Also my thoughts: The site format from five years ago was way way more user friendly
