My understanding is it just raises the very low number of pilots the military is allowed to recall, but it is still voluntary. Indentured service is another thing completely.

Do you ever actually retire out of the US Military? I thought that you could be recalled at any time to serve? So if WW3 kicks off, and they need to double the size of the standing army pronto, they would recall past members to flesh out the ranks of officers etc to keep some semblance of experience in the ranks...

Enlisted soldier have to give 8 years.
Usually, an active duty soldier does 4 active, the the balance is in-active. You might remember the term "stop-loss" during the Iraqi surge 07/08.
Once you serve the 8 years, you're done. No recalling ability.
Officers:
Different story. We have "service obligation" generally you hear about 6-8 years for flight school etc... then at the end we resign to get out. We are able to be recalled up to age 60 (I think, I'd have to Verify)
There are max numbers, and other minutiae.
Personal opinion: you're not going to see many, if any legacy pilots going back to a staff billet. I'm on active duty now. I do about 12:1 bullshit to fly ratio. Air Force homeboys do about 20:1.
