How long can you wait after completing your cpl to file the paperwork
I finished my flight exam in August of 2019 and just finished building all my PIC time this January, the only thing I am missing is 7 hours of instrument time. I wrote my written in March last year and did my actual flight test in August, I'm pretty sure the written is good for 2 years but not sure about the flight exam.

The flight test is valid for 1 year(12 calendar months) and is to be completed after the written. I believe it's Cars 400.03, 401.06, and 401.13-.18(these are ballparks, and may not be the exact regs but they'll be darn close).

You're going to want to get those hours done, and the paperwork submitted as quickly as possible. Of course, you may end up having some difficulty both with finding an aeroplane to fly (FTUs should all be shut down) as well as TC being either closed or appointment only on a limited basis. I'd imagine APs are about the same, probably not many wanting to go out and see the great unwashed masses...

the flight test is valid for 1 year and the written examination is valid for 2 years.
In your case, your deadline to sign off your license is August 2020, otherwise, you will need to redo a flight test.

Why do people do this all the time? What is the rush to get the tests done if you're no where close to having the time requirements done for the license? All it does is seem to increase the chances that life will intervene somehow and force you to redo the flight test, the written, or both.
I'm not sure what's more depressing: That everyone has a price, or how low the price always is.

TC is using global exemptions to try to avoid disadvantaging anyone who could not meet calendar limits due to the Corona Virus. The 30 day limit for retesting after a partial failure has just been exempted. I would wait until July. If the current restrictions on flight training are still in place I would ask TC for an exemption to the one year limit if there is not already one in place. If flight training can restart before then, then giddy up and get the hours done before August !
However as a general comment I agree with the last poster. You should be planning on applying for the license with all the requirements met on or very shortly after the flight test.
Personally I will not authorize a student for solo flight flying on a student pilot permit after the PPL flight test unless they have done the written and are flying to build hours to satisfy licensing requirements. If the only thing they are missing is the written then they are grounded until they do the exam.

My wife's student did his written almost 2 years ago. He has a recommend for a PPL flight test, but can't do it. They requested an exception to the 2 year time period but it was denied. The reason I did it was because I tested at 150 hours but the school wanted me to finish my other ratings before time building, my school really sucked and it took over 2 months to get my multi because of "booking issues" after taking 2 months and finishing my multi they told me I had to wait another month before starting my ifr or time building. I said screw them left the school, (which is getting sued that's how bad they are btw) and rented a tail dragging c120 and bumped out my pic hours in there. Finished that at the end of January. Then since I was missing 5 instrument hours even though I completed that stupid schools training they made such a bad training schedule that by the end of it your still short 5 hours and therefore nerd to pay them for another 5 instrument hours. So I decided I'd just do my multi ifr somewhere else and get those 5 hours. Started studying for the inrat online, booked the exam for march, then it got canceled and now I'm stuck.
