Check out Kijiji and Facebook. I've seen a couple Cherokees on there offered up for block time.
One even says that they'll provide training... Sounds illegal really unless they've got an FTUOC.

Definitely illegal to offer training without an FTUOC. But if you rent a plane, and then bring your own instructor, that would be okay so long as its not towards an RPL or PPL. But then you need to ensure that the insurance properly covers that kind of use.

I know flight club (flightclub.life) has a Cherokee at Buttonville available to rent. They also have a few other planes there too.
