Seriously? Does anyone believe that an alien species has sent technology to spy on the American navy?

Well, let's google how large a weather balloon is...
"The balloons, which start out measuring about 6 ft. wide before release, expand as they rise to about 20 ft. in diameter!"
So a weather balloon with a small leak could fail to rise and slowly blow in the wind until they hit the ground (or in this case, water).
Case closed. You're welcome.
