I don't think so. Even if the ACPPA didn't exist, AC would maintain pilot bases in YYZ, YVR and YUL. If it didn't happen before it's never going to happen now.
Thanks to the acclimatization requirements in the new CAR Flight & Duty times a Western based pilot is almost useless once they get east of YWG for overnights, especially mornings. Must easier to move YYZ pilots out west to cover
