Expansion Major at Saint-Hubert Airport: Porter wants to build a terminal

Porter Airlines plans to build a terminal at Saint-Hubert Airport, on the South Shore of Montreal, as part of a major expansion project that aims to turn the facility into a hub for regional flights.

The project, which could require investments of up to $250 million, would include the construction of a new 75,000 square-metre terminal, as well as the expansion of existing runways and the addition of new ones. The goal is to increase the airport's capacity to accommodate up to 5 million passengers per year.

The project is expected to generate significant economic benefits for the region, including the creation of new jobs and the attraction of new businesses to the area. However, it is also likely to face opposition from environmental groups and local residents concerned about the impact of increased air traffic on the environment and quality of life.

The expansion project is still in the planning stages and is subject to approval from various regulatory authorities, including Transport Canada and the City of Longueuil. If approved, construction could begin as early as 2024, with the new terminal opening to passengers in 2027.

St-Hubert is probably one of the few airports in this country that has massive potential as a secondary airport, as long as someone is willing to pay the initial costs to set up the infrastructure there. It's close enough to downtown Montreal (25 minutes drive), well connected by public transit, and has a massive catchment area.

There are more than 750,000 people living on the South Shore of Montreal, many of whom would prefer the drive to St-Hubert than having to cross a bridge to go to YUL and deal with all the traffic en route. A passenger terminal at YHU would also go a long way to relieving the congestion that YUL experiences, especially during the summer months.

Abbotsford Airport is probably the only other airport in Canada that I can think of that has similar characteristics, and it's already being well-exploited by Flair and Swoop as a low-cost alternative to YVR.

I could see Porter following a similar business plan to what they did with the airport terminal at Billy Bishop. They would shoulder the costs of constructing a new airport terminal along with other partners (likely the city of Longueuil and perhaps the province in this case) and be able to turn around and sell their ownership stake in the airport within a few years' time, making a handsome profit, provided that the airport is successful in attracting passengers away from YUL.

I love the idea of Porter building infrastructure at YHU, however if they plan to hire the french construction mafia to build it, 250 Million will surely turn into 500 Million pretty quickly.
Mirabel was a bust from the beginning. Cost overruns plagued construction from start to finish. In seizing the land, the government projected a cost of $20 million. Yet the final tally was over $152 million, 760 percent higher than the initial projection.
