IFR from a Class E without a PAL or FSS

IFR from a Class E without a PAL or FSS
Flying from a class E zone on an IFR flight plan, This zone doesn't have a PAL to call center for clearance nor FSS but has an RCO with Edmonton FIC. I know I can get an IFR clearance relayed from FIC. My question is can I depart VFR without getting my clearance and grab the clearance in the air from centre, or since I filed IFR would I have to get a VFR departure clearance relayed? The airport in question CYQW

Depart VFR or phone the fic and get your clearance.

Yes, you can depart VFR without your IFR clearance if conditions allow, then pick it up from Edmonton Centre in the air. A specific "VFR departure clearance" isn’t required.
