Is this a regular problem with the E-195 on transcon flights ? MTOW limited ?

Not sure what happened in this particular case.

To answer your question, no its not an issue. I have done YUL-LAX / LAX-YUL with full loads on many occasions and we are always 3-4000lbs below MTOW and doing de-rated and flex takeoffs. Havent seen COG issues either.

The range is not the problem

There were MacZFW limit problems on the E190 E1. Especially when on a low load day.
Some companies use fuel ballast or bring out an FA to the cockpit, to "counter" that.
I don't know if the E2 has the same problem but that looks quite similar
