There are no ground school dates. There are too many FOs and not enough captains. First officers aren't upgrading because they don't want to give up having a life to work 18 days a month and deal with the inexperienced new FOs.
There are many captains who have left recently and several more who are interviewing elsewhere.
It might be several months before Encore starts hiring first officers again.

We got an email from the DFO the other day that FO hiring will resume in 'early fall'.

I’m in the same boat. HR said there will be GS in Fall, but I’ve heard that they are overstaffed, so not sure how things will turn out. I will wait until September. If not, I will go up north to build some hours. No other option

They are seriously understaffed in captains which causes a relative overstaffing in the right seat. Realistically, there is a first officer shortage at Encore as well, but the captain shortage is causing first officers not to be able to fly anywhere near their capability.
After reading this, you should be asking yourself "why is there such a captain shortage?"

You keep going on about this 500 hours of 705 experience, I went to the WJ group application portal, 750 TT for FO and 2000TT for DEC at Encore and 2000TT for FO at mainline, it does not mention anything about 500 hours 705.
I guarantee just about every FO hired at Encore did not have that, maybe the odd quick upgrade potential maybe but if they were already build time in an airline, I doubt they would be moving to Encore.

Tell them to apply through the actual WJ website, they only list 2000 hours for the DEC position, I can speak to applying through the wrong portal. The westjet careers posting for captain dash 8 says 500 hours 705 experience. Do you think any amount of King Air PIC entitles you or your colleague to a direct entry capatain spot at Encore, those requirements are based on past experience.
I can tell you at Jazz, I have not seen any successful DEC with only king air(703), they even struggle when they come back 6 months after they join as FO because they don’t get any real amount of experience 6 months in the right seat, some only have 100 hours on type after 6 months and attempt the left seat, no easy task.
Your colleague, rightfully should be excluded from a DEC position on a Q400, join as an FO and upgrade after 500 hours, otherwise Encore will continue to reject your colleague until they meet their requirements

The standards aren’t the same for captain and FO? That I don't know, sorry. ATPL is definitely preferred. Also multi-engine, multi-crew turbine PIC at or above 12,500lbs is now eligible for the minimum 500 hours 705 equivalency required for upgrading. Encore will ALWAYS be short Captains just like Jazz will.
