recommendation letter for a foreign country CPL holder

"I am a CPL holder from another ICAO country. When I am planning to do flight test in Canada, I don't need a recommendation letter from Certified Flight Instructor".

where does this statement come from in CARS ?
I searched flight test guide thoroughly, I can't find it.

421.14 3. d., assuming the country you're holding your license from is a 'contracting state'.

As an AvCanada discussion grows longer:
-the probability of 'entitlement' being mentioned, approaches 1
-one will be accused of using bad airmanship

Thank you ! I will paste it here in case other people want to check it.

421.14 Flight Test Prerequisites
(3) candidate shall produce a recommendation dated within 30 days prior to the date of the flight test
(d) holders of valid Private and Commercial Pilot Licences issued by a contracting state are not required to have the letter referred to in paragraphs (a) and (b), provided that the flight test is for the purpose of obtaining the equivalent Canadian licence;
