Reduced System Capacity
Anyone else been negatively affected by this? I've had two close encounters with other aircraft because we are all trying to fly as high as we can to get enough range to make it to our destinations, stacking us all at 16000 or 17000 feet. I've even heard medevac flights being denied higher and having to divert for fuel while responding to a call. It's problematic and at times dangerous, and we've had the same NOTAM for months. I imagine NavCanada has a lot they are up against, but can anything be done to draw greater attention towards fixing this?

A ats friend says this summer nav can is offering some big dollar incentives to fill gaps in different hi density ifr areas ,across Canada for experienced controllers .ie yvr yyc yyz yul so the ones that put there hand up n float from region to ifr region. Making some good coin n seeing a part of country not in there usual 4 on 4 off shift area.
They are definately short experience . Post covid etc so until the new hires get full certification and fully released * (min 2 years after passing the initial course.) Expect this.
He equated to pluging holes in a dam leak . So heads on the swivel. ,Tcas on, position reports accurate . If landing on a rez . Remember the ifr basics from along time ago they still work. 15 min (top of descent ) , commencing approach 5min n 3 min landing , Safe flyn

Wasaya and Perimeter/Bearskin can talk to their ALPA safety folks.
"IFR basics" of uncontrolled airspace radio procedures doesn't work at 17,000ft. You're hearing everyone make their 3 minute final call from YIV to YWP. It's just a squealing mess of indistinguishable radio noise.
Have center frequency in standby, so when you get the RA up into controlled airspace, you can tell ATC. Make sure it's on the tapes that you want the controller to report it on their end too.
NWO is a very busy chunk of airspace. Unfortunately nobody will care until there's a mid-air. At least doing the above will create lots of liability for the decision makers. Lawyers will say "they told you, and you ignored it".

I am curious on what grounds medevac aircraft get denied priority handling. I can understand limited capacity, but it would only take a couple of airliners having to fly at 17 000 ft and subsequently having to divert to accommodate a medevac plane before the public would complain and the politicians would step in.
As an AvCanada discussion grows longer:
