I am not sure what the process to upgrade from class 4 to class 3 is. I meet all the requirements.
Do I just submit the "Instructor's Training Record While Under Direct Supervision" form to Marie-Josée Drouin (I'm in the Québec region)?

In the bottom of that form, there is the acronym RMAL. Who is that? Is that TC's signature?
Do I have to submit the students PTRs to prove I solo'ed them and did 50% of the last 10h dual?
Unfortunately, I'm the first upgrade for my CFI, so they're not sure either. And there isn't much documentation on the topic.
And do I need to receive my sticker to be class 3 or am I automatically class 3 as soon as I submit the paperwork? I assume I have to wait for the sticker.

I submitted it to a authorized person, typically flights schools have one around. Yes you need proof that you did the 50% of the 10 hr for the FT and solo. Just print off or copy the pages that prove it. It is similar to any other license/rating once you get the requirements and the authorized person signs it off in your ADB you now hold that rating/license.

You will also need an application for rating form and proof of payment of the TC fee.
